In a bid to fortify the integrity of its international student system, Canada has introduced new visa rules and implemented a series of significant changes to its international student program in 2024.
These measures aim to bolster the integrity of the application process, safeguard student rights, and align educational pathways with evolving labour market needs. Here’s a detailed look at the key transformations underway.
Canada New Students Visa Rules in 2024
The new student visa rules include online Letters of Acceptance (LOA) verification, a two-tiered study permit system for trusted institutions, and potential adjustments to work hour restrictions and PGWP eligibility.
Here’s a detailed look at the key transformations underway;
1. No More Fake LOAs
The newly announced visa rules involve the launch of an online portal designed for Designated Learning Institutions (DLIs) to authenticate Letters of Acceptance (LOAs) submitted by international students in support of their student visa applications.
DLIs must confirm LOAs within 10 days; failure to do so or confirm fraudulent LOAs will result in visa application cancellation and fee refunds.
It is important to mention here that previously, international students to Canada submitted LOAs from Designated Learning Institutions (DLIs) without a centralized verification system. This led to vulnerabilities for fraudulent activities.
This safeguards students from scams like the 700 Indian students incident involving forged acceptance letters.
2. Updated Application Forms
Starting December 1, 2023, Canada has rolled out a new version of the study permit application form (IMM1294).
The Immigration, Refugees, and Citizenship Canada (IRCC) explicitly states that applications submitted using the old form after this date will not be accepted, emphasizing the importance of compliance.
3. The Trusted Institutions Framework
Additionally, the IRCC has proposed the introduction of the “Trusted Institutions Framework.” This framework aims to establish a two-tiered system for study permits, providing expedited processing for trusted institutions.
While specific details remain limited, implementation is anticipated in the fall of 2024.
4. Anticipated Changes in 2024
Looking ahead to 2024, the IRCC plans to usher in further alterations to Canada’s international student program.
These changes include an increase in the cost-of-living requirement, a reassessment of the 20-hour work cap for international students, the termination of the facilitative measure allowing students to count time spent abroad towards their Post-Graduation Work Permit (PGWP), and other adjustments to the PGWP program.
- Increased cost-of-living requirements for student visas are anticipated.
- The 20-hour work cap for international students may be revisited.
- Counting time spent abroad towards PGWP may be discontinued.
- New PGWP program changes are on the way.
5. Aligning Aspirations with Needs
IRCC aims to balance international student enrollment and PGWP issuance with Canada’s labour market and demographic needs. This marks a significant shift in Canadian policy, impacting nearly one million international students pursuing their educational dreams.
