In a significant move to strengthen ties with Pacific Island nations and Timor-Leste, the Australian Government has introduced the Pacific Engagement visa (PEV) – a groundbreaking permanent resident visa program.
This initiative is set to commence in 2024, offering up to 3,000 permanent places annually for citizens of participating Pacific Island countries and Timor-Leste, along with their immediate family members.
Subclass 192 – Pacific Engagement Visa
The unveiling of the Subclass 192 – Pacific Engagement visa marks a pivotal moment in Australia’s immigration landscape.
With an annual quota of 3,000, this program is designed to complement Australia’s existing permanent migration initiatives while fostering the growth of the Pacific diaspora in the country.
The PEV Ballot System
To ensure fairness and inclusivity, the Australian Government, on October 19, 2023, passed immigration legislation introducing a ballot system for the PEV.
This innovative approach guarantees that eligible nationals from Pacific Island countries and Timor-Leste, spanning diverse skill levels, genders, and backgrounds, have an equal opportunity to apply for permanent residency in Australia.

PEV Eligibility Criteria: Who Qualifies?
To be considered for the PEV, applicants must meet the following criteria:
- Randomly selected through the PEV ballot
- Aged between 18 and 45 years
- Possess a formal job offer in Australia
- Fulfill other visa requirements, including English language proficiency, character assessments, and health checks.
Comprehensive Benefits for PEV Holders
Once granted the Pacific Engagement visa, holders will enjoy a range of benefits, including access to Medicare, government-funded school education, and higher education opportunities.
Immediate Access to Social Services
In a significant development on November 14, 2023, the Australian Parliament passed the Social Services and Other Legislation Amendment (Australia’s Engagement in the Pacific) Bill 2023. As a result, eligible PEV holders now have immediate access to the following social services:
- Family Tax Benefit A
- Austudy
- Youth Allowance (student and apprentice)
- Higher Education Loan Program (HELP)
- VET Student Loans (VSL) programs.
