The announcement of the Immigration Levels Plan 2023-2025, census data on immigration, and other important developments are expected in the coming weeks, making October a very busy month for Canada’s immigration sector.
According to the most recent information, Immigration, Refugees, and Citizenship Canada (IRCC) plans to announce the process for the PGP 2022 in late October, and the Immigration Levels Plan 2023-2025 by end of this month. Statistics Canada will also release immigration census data for 2021 later this month.
The minimum Comprehensive Ranking System (CRS) score for the newly resumed all-program Express Entry draws is also likely to drop below 500, as was the norm prior to the COVID-19 pandemic.
1. Immigration Levels Plan 2023-2025
Like every year, the IRCC is prepared to publish an Immigration Levels Plan that will serve as a guideline for how many immigrants will be permitted to enter Canada over the course of the next three years. This plan will include a breakdown of immigrants from economic class, family class, and humanitarian class programmes.
It appears that IRCC will set additional records-breaking goals this year. Nearly 432,000 new permanent residents are anticipated in 2022, and more than 451,000 in 2024.
In June, Sean Fraser, the minister of immigration, told CIC News that he could see higher goals in the future, such as 500,000 new permanent residents, but he did not say when.
2. Parents and Grandparents Program 2022
IRCC announced last month that the Parents and Grandparents Program application intake will be available in the coming weeks (PGP). Applicants can use this programme to sponsor their parents or grandparents for immigration to Canada.
In past years, IRCC used a lottery to determine which parents and grandparents would be eligible for a visa. However, it is unclear whether IRCC will follow the same pattern this year.
In 2021, the IRCC held a lottery for the PGP, inviting 30,000 Canadians to apply to sponsor. The figure from last year was higher to compensate for the lower figure from 2020. Because of the pandemic’s onset, IRCC only allowed 10,000 sponsors to apply for the PGP in 2020.
3. 2021 Census Report
Every year, Statistics Canada gathers information from every Canadian in order to better understand how they live.
The new census data will also reveal the number of immigrants who reside in Canada, the areas in which they have chosen to settle, the languages they use at home, and the number of people they share a residence with.
According to a CIC report, this will influence how future immigration initiatives, like the immigration levels plan, will be perceived.
The most recent release of this immigration data, which is made available every five years, was in October 2017.
Express Entry CRS score may drop below 500
Another significant development, aside from the one just mentioned, is that the Express Entry CRS score may fall below 500 this month.
With each draw since the program’s restart on July 6, the minimum CRS has been gradually dropping. The two most recent draws—held on September 14 and 28—had declines of only 6 points each, compared to the first five draws’ declines of 8 or 9.
If this pattern continues, the CRS score may soon fall below 500 for the first time since the draw on December 23, 2020, when it was 468, for an all-program draw.
