Following the success of Russia’s visa-free tourist exchange program with China and Iran, a similar arrangement with India could take effect as early as spring 2025.

India as a Key Market for Russian Tourism

India has emerged as a significant source of tourism for Russia, with 28,500 Indian travellers visiting Moscow in the first half of 2024—a 1.5-fold increase compared to 2023.

According to Evgeny Kozlov, Chairman of the Moscow City Tourism Committee, most Indian visitors come for business or work-related purposes, underscoring India’s growing importance to Russian tourism.

Unified E-Visa: A Game Changer

Currently, Indian passport holders can apply for a Unified E-Visa (UEV), introduced on August 1, 2023. This single-entry visa allows travel across the Russian Federation for tourism, business, or participation in events such as scientific, cultural, or sports activities.

  • Eligibility: Citizens of 64 countries, including India, can apply.
