UAE: ICP Clarifies Residency Permit Rules for Residents Staying Abroad

The Federal Authority for Identity and Citizenship has provided clarifications regarding residency permits for UAE residents staying outside the country for more than six months. The new updates exclude residents of Dubai from the permit requirement, while emphasizing the need for a valid reason and specific application procedures.

In a recent announcement, the Federal Authority for Identity and Citizenship, Customs and Ports Security (ICP) has emphasized that the permit allowing individuals to stay outside the United Arab Emirates (UAE) for more than six months does not apply to residents of the Emirate of Dubai. This clarification comes as part of the latest updates to the residency regulations.

New Updates Exclude Dubai Residents

Effective from the beginning of this year, the permit requires individuals to provide a valid reason for their extended stay abroad during this period, as stated by ICP. The authority further explained that residents can reactivate their residency and reenter the country once the approval has been granted.

Exemption for Dubai’s Golden Visa Holders

However, it is important to note that residents of Dubai who possess the Golden visa are exempted from this requirement. Additionally, if the individual seeking the service is sponsored by a company, the application must be submitted through the sponsoring establishment.

On the other hand, if the sponsorship is personal, the sponsor should submit the application on behalf of the resident.

Streamlined Application Process and Guidelines

For self-sponsored individuals, they have the option to submit the application using their personal account or through public service facilities, as per the guidelines provided by ICP.

To obtain the permit, applicants must include copies of their Emirates ID and passport, along with a valid reason for the extended stay.

It is imperative to apply for a permit from outside the UAE, and the remaining period of stay abroad should exceed 30 days at the time of application. In case of a stay longer than 180 days, a fine of Dhs100 will be levied for every additional 30 days or less spent outside the country, clarified ICP.

Refundable Violation Fees and Timeframe

ICP has specified that violation fees will only be refunded if the application is rejected. Once the permit is approved, the applicant is required to return to the country within 30 days.

Convenient Application Options

To apply for the permit, individuals can utilize the authority’s smart services system or the UAEICP smartphone application, available for a fee of Dhs150. The application can also be processed through Customer Happiness centres or approved typing offices of the authority, added ICP.

These regulations aim to streamline the process for residents staying outside the UAE for an extended period, ensuring compliance with the updated rules while providing a convenient application procedure.
