As the Govt. has been gradually resuming international flight operations, considering the COVID-19 situation, different state governments have issued their respective protocols for passengers arriving at their airports.

So before you travel, make sure to read and understand the complete guidelines of the city/state you are going to arrive and comply with the same so as to ease your travel plans.

Below are the updated state-wise guidelines you need to know before you arrive in India.

State-wise Guidelines For International Arrivals Into India

Karnataka

Guidelines for passengers travelling from Foreign Airport to Karnataka

  1. All customers should have an active Indian local SIM. They can use their existing active local sim, or ask their relatives/family members to activate their local sim before arrival, or they can buy a new sim card from the airport.
  2. All customers travelling to India and arriving at any of the airports in Karnataka are required to submit self-declaration online on Air Suvidha portal at least 72 hours before the date of travel.
  3. All customers must have the Aarogya Setu app, Quarantine Watch app and Apthamitra app downloaded on their mobile phones Click here to download.
  4. All customers travelling to the state of Karnataka are required to be in possession of a negative RT-PCR issued within 72 hrs of the departure. Only under extraordinary circumstances where the customer is unable to obtain a RT-PCR certificate before departure shall he or she be allowed to conduct a test upon arrival.
  5. Business and/or short term visitors intending to stay in Karnataka shall be exempted from Quarantine provided they are able to present the following documents:
    1. RT-PCR negative test result certificate
    2. Confirmed return ticket dated not more than 7 days from the date of arrival
    3. Document/s pertaining to the purpose of visit/invitation letter
    4. Place of stay / Hotel reservation
    5. Valid visa
  6. Students writing exams in Karnataka shall be exempted from home quarantine after testing negative by RAT or if they submit a negative RT-PCR test report conducted within 96 hours prior to undertaking the journey.
  7. Customers wanting to take onward flight to any other state, shall be allowed to do so provided that are found asymptomatic and agree to undergo home quarantine for 14 days after reaching their final destination.

Eligibility to travel to India: Stranded Indian nationals; All Overseas Citizens of India (OCI) cardholders holding UAE passports, and UAE nationals (including diplomats) holding valid visa issued by an Indian Mission in any category covered under Ministry of Home Affairs (MHA) guidelines dated 30.06.2020.
Tamil Nadu

Guidelines for passengers travelling from Foreign Airport to Tamil Nadu

  1. All customers are mandatorily required to obtain ePass through https://tnepass.tnega.org/#/user/pass
  2. All customers arriving on Air Bubble and Charter flights must carry a negative RT-PCR test report issued within 96 hr of the departure, customers not carrying the RT-PCR negative certificate shall not be allowed to travel.
  3. Customers arriving on Vande Bharat Mission flights will be provided RT-PCR testing facility upon arrival till 14th September, 2020 only post which customers arriving on Vande Bharat Mission flights need to be in possession of a negative RT-PCR test report issued within 96Hrs of the departure at the point of departure.
  4. All customers who are in possession of RT-PCR negative certificate and are asymptomatic will be allowed to proceed for home quarantine for 14 days.
  5. Customers who undergo test on arrival and are;
    1. Found to be positive and symptomatic – will be taken to hospital isolation
    2. Found to be negative and asymptomatic – will remain in home quarantine for 14 days
    3. Found to be negative and symptomatic – will be taken to hospital isolation and decided based on Medical Opinion.
  6. Customers wanting to take onward flights to any other state, shall be allowed to do so provided they are in possession of a RT-PCR negative certificate and agree to undergo home quarantine for 14 days after reaching their final destination.
Telangana

Guidelines for passengers travelling from Foreign Airport to Telangana

  1. All customers travelling to India and arriving at any of the airports in Telangana, on charter or vande bharat flights, are required to submit self-declaration online on Air Suvidha portal at least 72 hours before the date of travel .
  2. All customers must mandatorily fill up below forms and submit upon arrival to the authorities
    1. One copy of Indian APHO form to be filled and submitted to officials on arrival
    2. Hotel quarantine undertaking form to be filled in triplicate and submitted to the officials on arrivals.
  3. All customers landing into Telangana state will undergo mandatory 7 days paid Institutional Quarantine followed by 7 day’s home quarantine. The cost of institutional quarantine shall be borne by the customer.
  4. Any customer arriving into Telangana and seeking exemption from institutional quarantine may only be eligible if they fall under any of the following four categories
    1. Expectant mothers
    2. Customers with kids under 10 years of age
    3. Patient requiring immediate medical care
    4. Customers with a death in the family
    5. Customers with COVID-negative certificate (RT-PCR) issued within 96 hr of the departure. The test report could also be produced upon arrival at the point of entry airport in India.
  5. Business visitors intending to stay in Telangana shall be exempted from Quarantine provided they are able to present the following documents:
    1. RT-PCR negative test result certificate issued no more than 96 hours before departure
    2. Confirmed return ticket dated not more than 4 days from the date of arrival.

West Bengal

Guidelines for passengers travelling from Foreign Airport to West Bengal

  1. All customers should have an active Indian local SIM. They can use their existing active local sim, or ask their relatives/family members to activate their local sim before arrival, or they can buy a new sim card from the airport.
  2. All customers travelling to India and arriving at any of the airports in West Bengal, are required to submit self-declaration online on  Air Suvidha portal.
  3. All customers arriving from any country except Bangladesh must carry a negative RT-PCR test report issued within 96 hours of the departure and must upload the same on Air Suvidha portal at least 72 hours before departure. Post submission, customers shall be issued approval/NOC, subject to the fulfilment of criteria laid down by the State Health Authorities. If the approval/NOC is applied within 72 hours of departure, timely approval may not be guaranteed.
  4. All Customers arriving from Bangladesh must carry a negative RT-PCR test report issued within 72 hours of the departure and must upload the same on Air Suvidha portal at least 24 hours before departure.
  5. All customers must carry the original RT-PCR negative certificate and the copy of approval/NOC received on Air Suvidha Portal.
  6. All passengers are required to undergo a mandatory home quarantine for 14 days.
  7. Passengers not carrying the RT-PCR negative certificate and the approval/NOC shall not be allowed to travel.
  8. Asymptomatic passengers carrying RT-PCR negative report/certificate shall be allowed to take onward flight.

Other Indian States

Guidelines for passengers travelling from Foreign Airport to any other Indian States.

  1. All customers should have an active Indian local SIM. They can use their existing active local sim, or ask their relatives/family members to activate their local sim before arrival, or they can buy a new sim card from the airport.
  2. All customers must submit a self-declaration form on Air Suvidha portal and declare their consent for self-paid institutional quarantine.
  3. Any customer arriving into India and seeking exemption from institutional quarantine may apply for the same on Air Suvidha portal not later than 72 hr before departure if they fall under any of the following five categories:
    1. Expectant mothers.
    2. Customers with kids under 10 years of age.
    3. Patient requiring immediate medical care.
    4. Customer with a death in the family.
  4. Customers with COVID-negative certificate (RT-PCR) issued within 72 hr of the departure. The test report could also be produced upon arrival at the point of entry airport in India. For more details click here.
  5. Customers arriving without a negative RT PCR certificate and wishing to seek exemption from institutional quarantine may also avail the facility on arrival where available at their own cost.
  6. Customers arriving are permitted to take onward flights only after they have completed mandatory quarantine at the first port of entry into India or are exempted from being quarantined. Customers without RT-PCR negative certificate wanting to take an onward flight, can also get themselves tested at certain Indian airports upon arrival, at their own cost. They are free to take an onward flight if the RT-PCR report is negative.
  7. Customers arriving into the city of Mumbai from UK, European and Middle East Countries shall have to undergo mandatory institutional quarantine at their own cost. Such customers shall not undergo a RT-PCR test upon arrival however they will have to undergo the test during the 5th to 7th day of their quarantine at their own cost. If found negative customers shall be allowed to proceed to 7 days mandatory home quarantine.
  8. Customers arriving into Mumbai taking onwards flights to states/cities outside the state of Maharashtra shall not be quarantined in Mumbai provided they are in possession of a COVID-negative certificate (RT-PCR) issued within 72 hrs of the departure or else conduct an RT-PCR test on arrival into Mumbai and await 6 hrs for the negative to proceed further to their final destination.
  9. Customers arriving into Mumbai and taking onwards flights to cities within the state of Maharashtra shall be mandatorily quarantined in Mumbai.

Furthermore, the Govt. of India has extended the ban on international flights till February 28 and the Ministry of External Affairs (MEA) on 31st Dec announced Phase 9 of its Vande Bharat Mission.

It is worth mentioning that all scheduled international passenger flights have been suspended in India since March 23 due to the coronavirus pandemic, special flights have been operating under the Vande Bharat mission since May and under air bubble arrangements since July.

So far, India has signed the air bubble agreement with a total of 24 countries – Afghanistan, Bahrain, Bangladesh, Bhutan, Canada, Ethiopia, France, Germany, Iraq, Japan, Kenya, Kuwait, Maldives, Nepal, Netherlands, Nigeria, Oman, Qatar, Rwanda, Tanzania, United Arab Emirates, United Kingdom, Ukraine, and United States of America.
