Biometric Data Collection Begins on December 1

From December 1, 2024, Russia will enter a trial phase for collecting biometric data from international visitors. This phase will last until June 30, 2026, focusing initially on four key Moscow airports—

  • Sheremetyevo
  • Domodedovo
  • Vnukovo
  • Zhukovsky

Additionally, the Mashtakovo border crossing in the Orenburg region will be included in the pilot program.

What Data Will Be Collected?

Border control will require foreign nationals and stateless individuals arriving at these entry points to provide both facial images and fingerprints. This move is part of Russia’s strategy to enhance national security and streamline the handling of international arrivals.

Expansion Plans for Biometric Collection in 2025

By June 30, 2025, Russia plans to expand the biometric data collection to all border checkpoints nationwide. Travellers who qualify for visa-free entry to Russia will have the option to submit their biometric details in advance through a dedicated mobile application, easing the border control process.

Exemptions to the Biometric Data Requirement

Certain groups will be exempt from providing biometric data. These include:

  • Citizens of Belarus
  • Children under six years old
  • Accredited diplomatic and consular staff
  • Officials of recognized international organizations and their families

Russia to Provide Multilingual Guidance for Travellers

To ensure clarity and accessibility for international visitors, the Russian Ministry of Digital Development, Communications, and Media will release detailed guidelines on the new procedures.

These instructions will be available in multiple languages—Arabic, Chinese, English, French, Kazakh, Kyrgyz, Spanish, Tajik, and Uzbek—via the national public services portal.
