Under the revised rules, only citizens of a country where an external service provider operates can submit applications for temporary residence permits or national visas at that branch. This measure aims to streamline the process and prevent potential misuse by applicants from other regions.

2. Alternative Options for Non-Resident Citizens

Applicants residing in countries without a local branch of Lithuania’s external service provider can still apply for temporary residence permits or national visas through a branch in a nearby country. This applies to foreigners visiting Lithuania for purposes such as:

  • Highly-skilled employment
  • Study programs (including doctoral studies)
  • Intra-company transfers
  • Teaching or research positions
  • Large investor visits
  • Collective relocation under the Investments Law

Foreigners working as teachers or researchers, or those transferred within their companies, may also apply for permits in other countries where branches are available.

Restrictions on National Visa Applications

Foreign nationals from countries without a local branch can still submit applications for national visas, but only for specific purposes. Exemptions include seasonal workers and posted employees, who are required to apply through other specified channels.

No Changes for Certain Nationals

Citizens of Australia, Japan, the UK, the US, Canada, New Zealand, and South Korea will continue to enjoy the flexibility of applying for Lithuania’s temporary residence permits or national visas at any available branch of an external service provider.

Employment Restrictions from July 2024

Since July 1, 2024, Lithuania has imposed stricter employment conditions on foreign nationals. Individuals entering Lithuania on visa-free terms, or on Schengen or national visas, are no longer permitted to work without a temporary residence permit issued within Lithuania. India-Based Applications

India-based application conditions remain largely unchanged. Foreigners intending to work in highly qualified jobs, pursue studies, or reunite with family members in Lithuania can apply through the India branch. Additionally, applications for those relocating due to investments or on behalf of large investors will continue to be accepted.

Nepal-Based Applications

For foreigners who initially submitted applications through Lithuania’s external service provider in Nepal before September 1, 2024, an exception allows them to continue with their applications at the Nepal branch until December 31, 2024.
