Kuwait Issues New Guidelines For Travelers: All Details Here

As you may already know that last month Kuwait has announced that it will resume commercial flight operations with 6 countries including India, Egypt, Bangladesh, Pakistan, Sri Lanka, and Nepal.

It may be noted that effective 24th April, the Directorate General of Civil Aviation (DGCA), Kuwait has suspended all passenger flights coming from India.

Now, Kuwait has issues a detailed guidelines for all passengers travelling from India and other restricted countries. The Guidelines covers all categories of travelers and vaccination details.

Kuwait New Travel Guidelines

Guidelines for travel from India to Kuwait

  1. Passenger showing any symptoms of COVID-19 (High Temperature/Cold/Cough/Sneezing etc.) will not be accepted on the flight to Kuwait.
  2. No visa on arrival facility is available at Kuwait International Airport
  3. Kuwait Residence permit holders who overstayed (more than 6 months) outside Kuwait:
    1. Persons exited the State of Kuwait on/after Sep 01,2019 are permitted to enter Kuwait, provided they are in possession of a valid residence permit/visa.
    1. Persons exited the State of Kuwait on/before Aug 31, 2019 are not permitted to enter the State of Kuwait even though traveler holds a valid residence.
  4. Screenshots/printouts/photos of IMMUNE or Kuwait Mobile ID application will not be honored. It should be verified by using the application from passenger’s smart phone.
  5. Passengers shall travel to the State of Kuwait by presenting their valid digital civil ID using the Kuwait Mobile ID App.
  6. GCC Nationals must only use their passport to enter State of Kuwait. Travel with ID is suspended.
  7. GCC (Gulf Cooperation Council) countries are; United Arab Emirates, Kingdom of Bahrain, Kingdom of Saudi Arabia, Sultanate of Oman, State of Qatar and State of Kuwait.

Immunization/Vaccination Conditions

Immunized Category

  1. Travelers who have taken State of Kuwait Approved Vaccinations according to the mentioned course as follows:
    1. Two doses of Pfizer BioNTech Vaccine.
    2. Two doses of AstraZeneca/Oxford Vaccine.
    3. Two doses of Moderna Vaccine.
    4. One dose of Johnson & Johnson Vaccine.
  2. Additionally, travelers who have taken the following unapproved vaccinations according to the mentioned course:
    1. Two doses of Sinopham
    2. Two doses of Sinovac
    3. Two doses of Sputnik

Provided they have received at least one dose of one of the State of Kuwait approved vaccinations after taking the unapprovedvaccinations.

Proof of Immunization

Vaccinated in the State of Kuwait

  • Option 1: Using Kuwait Mobile ID (GREEN status only)
  • Option 2: Using Kuwait IMMUNE App (GREEN status only)
  • Option 3: Using Kuwait Mosafer – Verify the same using KM Admin Portal (Fully vaccinated)

Vaccinated outside the State of Kuwait

Option 1: By presenting Vaccination Certificate issued by respective authorities which must contain the following:

  • Name matching with the valid passport.
    • Type of vaccination received.
    • Date of doses administered.
    • Name of vaccine.
    • Electronic readable QR code – Agents must verify the authenticity of the certificate by scanning the QR code. Do not accept any passengers without verifying the certificate.

Option 2: If no QR code available on the certificate: certificate must be uploaded to the following Kuwait MoH website for approval.

Once approved, same will reflect as GREEN color status in IMMUNE or Kuwait Mobile ID application or using KM admin portal.

Category I – Kuwaiti Citizens Requirements

Negative RT-PCR (swab) test valid 72 hours from the time/date of test to the time of acceptance on the flight obtained from a local government accredited lab.

This does not apply to children below 6 years old.

Category II – Non-Kuwaiti first-degree relatives of Kuwaiti citizens with valid residence/visa

Allowed to enter by meeting the following requirements:

  1. Negative RT-PCR (swab) test valid 72 hours from the time/date of test to the time of acceptance on the flight obtained from a local government accredited lab.
  2. This does not apply to children below 6 years old.
  3. Complete registration in SHLONIK application.
  4. Complete registration in KM platform according to the flight number and date.
  5. Subject to 7 days home quarantine. They can end the quarantine by performing one PCR test (at own cost) in the State of Kuwait.

Non-immunized Category

Allowed to enter by meeting the following requirements:

  1. Negative RT-PCR (swab) test valid 72 hours from the time/date of test to the time of acceptance on the flight obtained from a local government accredited lab.
  2. This does not apply to children below 6 years old.
  3. Complete registration in SHLONIK application.
  4. Complete registration in KM platform according to the flight number and date.
  5. Pay for 2 PCR tests (for arrival) using KM platform (total 40KWD for 2 tests)
  6. This does not apply to: Children below 6 years.
  7. Secure 7 days Institutional Hotel Quarantine package using KM platform in one of the designated hotels.
  8. This does not apply to:
  9. Minors (below 16 years) travelling unaccompanied.
  10. Pregnant women provided same holding a certificate issued and approved by the Kuwait MoH.
  11. Medical Professional working in Public or Private Sectors by providing proof.
  12. The exempted category will be subject to 7 days home quarantine.

Category III- Domestic workers with valid residence/visa accompanied by Kuwaiti sponsor

Immunized Category

  • This does not apply to children below 6 years old.
  • Complete registration in SHLONIK application.
  • Complete registration in KM platform according to the flight number and date.
  • Subject to 7 days home quarantine. They can end the quarantine by performing one PCR test (at own cost) In the state of Kuwait.

Non-immunized Category not allowed to enter

This does not apply to non- immunized minors below 16 years travelling along with their IMMUNIZED parents.

Category V – Non-Kuwaiti passengers with valid visa/residence

Immunized Category and non-immunized minor below 16 years provided they are travelling with their Immunized parents.

(Must adhere to immunization conditions)

Allowed to enter by meeting the following requirements:

  1. Negative RT-PCR (swab) test valid 72 hours from the time/date of test to the time of acceptance on the flight obtained from a local government accredited lab.
  2. This does not apply to children below 6 years old.
  3. Complete registration in SHLONIK application.
  4. Complete registration in KM platform according to the flight number and date.
  5. Subject to 7 days home quarantine. They can end the quarantine by performing one PCR test (at own cost) in the State of Kuwait.

Non-immunized Category Not Allowed to enter.

This does not apply to:

  1. Passengers with exceptional entry approval issued by Kuwait Counsel of Ministers – such approval must be verified before acceptance.
  2. Government and private medical staff, their accompanied or unaccompanied first-degree relatives (husband/wife/children) by submitting proof their profession and proof of relationship and their accompanied domestic worker.
  3. Foreign diplomatic missions and approved diplomats and their accompanied or unaccompanied first-degree relatives (husband/wife/children) provided that their Diplomatic ID is being presented and their accompanied domestic worker.
  4. Negative RT-PCR (swab) test valid 72 hours from the time/date of test to the time of acceptance on the flight obtained from a local government accredited lab.
  5. This does not apply to children below 6 years old.
  6. Complete registration in SHLONIK application
  7. Complete registration in KM platform according to the flight number and date.
  8. Pay for 2 PCR tests (for arrival) using KM platform (total 40KWD for 2 tests)
    1. This does not apply to:
      1. Children below 6 years
      2. Foreign diplomatic missions and approved diplomats and their accompanied or unaccompanied first-degree relatives (husband/wife/children) and their accompanied domestic worker.
      3. Secure 7 days Institutional Hotel Quarantine package using KM platform in one of the designated hotels.

This does not apply to:

  • Government and private medical staff, their accompanied or unaccompanied first-degree relatives (husband/wife/children) and their accompanied domestic worker.
  • Foreign diplomatic missions and approved diplomats and their accompanied or unaccompanied first-degree relatives (husband/wife/children) and their accompanied domestic worker.
  • The exempted category will be subject to 7 days home quarantine.

Category VI- Non-Immunized domestic worker travelling through BelSalamah platform

Requirements

  • Negative RT-PCR (swab) test valid 72 hours from the time/date of test to the time of acceptance on the flight obtained from an accredited laboratory listed in the Medical Utility Network Accreditor [MUNA] system. MUNA accredited lab list is available in KM passenger platform.
  • Negative PCR test results must be obtained from a lab accredited to MUNA system – Results from other labs shouldn’t be honored.
  • Only booking made on the BelSalamah portal to be accepted, no other bookings outside the portal to be honored.
  • The endorsement box in the ticket to specify (Expat/Article 20 Resident)

GREEN Color status in Kuwait Mobile ID application/IMMUNE application.

  • Status appears in Green: Those who have received both doses of COVID-19 vaccine approved by Kuwait MoH and completed 14 days since the date of the second dose. For vaccination administrated out-side KWI, GREEN status will appear once it’s approved by MoH after registration registered by traveler.
  • It is mandatory to match all the details (Civil ID number / Passport Number and Name of the passenger) with IMMUNE application.

It is the sole responsibility of the passenger and agent to check for the updates on the travel guidelines from India to Kuwait from Kuwait Government websites before booking & departure of the flight.
