Traveling from one state to another is not the same as in the times of coronavirus. Each and every state has different rules for passengers who are arriving from other states.
So, if you are planning to travel in and around India, be mindful of the latest travel rules of that particular state.
Recently, Air India has issued a complete list of state-wise quarantine rules for domestic passengers traveling amid the Covid pandemic.
“State Governments are issuing various guidelines for travelers. Passengers are requested to check the state-specific requirements before travel,” Air India said in a tweet.

“While every effort is made to update this information, it is the sole responsibility of the passenger to ensure his or her eligibility to comply with the entry regulations of the respective State Government. Air India, Air India Express, and their subsidiaries accept no liability in this regard,” the national carrier said in a circular.

Andaman
RT-PCR negative report issued from an ICMR recognized lab where the test is taken 48 hours before commencement of journey. Hand-written reports are not acceptable. In addition, all arriving passengers shall mandatorily undergo Rapid Antigen Test.
Quarantine Requirements: Compulsory home quarantine for 7 days, even with negative RTPCR report. Passengers visiting Swaraj Dweep, Shaeed Dweep, and Little Andaman need to have 10 days of home quarantine irrespective of being tested negative.
Any person violating the quarantine guidelines shall be liable to be fined to the tune of ₹5000/–each time.
Andhra Pradesh
All asymptomatic passengers will have to undergo home quarantine for 14 days. Also, all passengers are required to register themselves on the Spandana website www.spandana.ap.gov.in
Assam
The thermal screening will be conducted on arrivals. Rapid Antigen Test on arrival is mandatory. Passengers with positive results go for home isolation or hospitalization. Passengers with negative results will have to take the PCR test at the airport and remain under home quarantine until the result is declared.
All arriving passengers will have to undergo compulsory home quarantine for 7 days, even if the result of the COVID-19 test on arrival is negative.
Rapid Antigen Test on arrival is mandatory for all including fully vaccinated passengers. Passengers with positive results go for home isolation/hospitalization Passengers with a negative result will have to take the RT-PCR test at the airport and remain under home quarantine until the result is declared.
Passengers transiting to Intra-Assam and the North East States were exempted from arrival testing.
Government Officials and Passengers traveling for medical reasons or family bereavement are exempted from mandatory quarantine.
The cost of the RT-PCR test maximum of ₹500 shall be borne by the passengers.
Bihar
The thermal screening will be conducted on arrivals. Bihar Government Health Department has removed restrictions for Domestic Arriving passengers at Patna and RT-PCR Negative report will not be mandatory for arriving passengers to Patna from other domestic stations.
10 days of home quarantine is mandatory for passengers
All passengers will be tested for Covid -19 & those found positive shall be directed to follow the SOP issued by the Health Department.
For GAYA only-Passengers arriving from Madhya Pradesh, Delhi & NCR, Gujarat, Maharashtra, Kerala &Punjab will require Vaccination Certificate/RT- PCR/RAT negative report from ICMR accredited labs. RT-PCR timeline starts from the swab collection time.
RT-PCR report within 72hours. 14 days past certificate of both doses of COVID vaccination.
Rapid Antigen Facility is available at arrivals free of cost.
Chhattisgarh
Passengers are required to carry RT-PCR negative reports from ICMR certified labs not earlier than 96 hours. ICMR id or SRF id is a must on the negative reports, else testing for Covid will be done on arrival. Those without the above documents will be tested on arrival and remain in home isolation till the report is available.
Delhi
The thermal screening will be done for all passengers upon arrival. Passengers will have to remain in quarantine for 14 days.
All constitutional and government functionaries and their staff members are exempted from quarantine if they are asymptomatic.
Goa
Following is the eligibility for travel to Goa
- Passengers carrying Covid Negative Test Report done a maximum of 72 hours prior to entering in Goa.
- Passengers entering Goa for Medical emergencies on the production of proof thereof.
- Following persons who are fully vaccinated at least 14 days before the date of entry and have been asymptomatic.
- Persons who enter the state of Goa for purpose of business and employment.
- Resident of Goa who is now stranded outside Goa for pandemic related or other such issues.
- Residents of Goa who, on account of their work requirement/ medical reasons, are required to travel outside the State of Goa and return to the state after few days.
There is no Covid-19 test facility available at Goa Airport.
Gujarat
Thermal screening shall be conducted for all arriving passengers. There is no RT-PCR test required for Domestic travel in healthy individuals on arrival in any of the stations in Gujarat State.

Haryana
The thermal screening will be done for all passengers upon arrival. All asymptomatic passengers arriving at Haryana will have to undergo home quarantine for 14 days.
Himachal Pradesh
All asymptomatic passengers arriving from all states will be exempted from quarantine, if they are carrying a COVID negative certificate through RT-PCR test or TRUNAAT t/CB NAAT test by an ICMR authorized lab issued not earlier than 96 hours from the time when the sample was taken.
Asymptomatic passengers arriving from cities with a high prevalence of Covid- 19 will have to undergo 7 days of institutional quarantine, followed by 7 days of home quarantine.
Asymptomatic residents of Himachal Pradesh who had traveled to other states for medical, Business, or work purposes maybe be exempted from quarantine if they exit or re-enter the state within 48 hours.
Passengers arriving from cities with a high prevalence of Covid-19 may only be exempted from institutional quarantine if they are traveling for exceptional and compelling reasons such as human distress, pregnancy, death in the family, serious illness, and parent(s) accompanied by children below 10 years. However, these passengers will then have to undergo home quarantine for 14days.
It is mandatory for all passengers to install Aarogya Setu App and also register at least 48 hours prior to their arrival on the Covid E- Pass portal http://covid19epass.hp.gov.in
Army/CAPF personnel are not required to register on E -Pass if they have arrived to join back their official duty.
Jammu and Kashmir
All passengers arriving at Jammu & Kashmir will have to undergo the Covid19 antigen test through the RT-PCR method or Rapid Antigen test.
Until the test results are reported negative, passengers will have to undergo home quarantine for 14 days.
Passengers without contactable phone numbers with updated Aarogya Setu App will have to undergo institutional quarantine for 14 days or till their test results are reported negative, in which case they will be released for home quarantine.
Asymptomatic Business travelers carrying a confirmed return ticket confirmed hotel booking and their Business ID will be exempted from quarantine and will be permitted to proceed to their hotel from the airport after undergoing the Covid-19 test.
Personnel of Defense and Central Armed Police Forces returning on duty, including transit labor hired by BRO to go to Ladakh, will be exempted from Covid-19 antigen testing.
Passenger is required to fill up ICMR health form on arrival.
Jharkhand
Passengers arriving from Maharashtra, Kerala, and Punjab will require RTPCR/RAT negative reports from ICMR accredited labs done within the last 72hrs. RT-PCR timeline starts from the swab collection time. Passengers without RT-PCR reports will be tested at the airport.RTPCR/RAT test will be free of cost at arrivals. A random RAT test will be done for other sector passengers.
Mandatory 7 days home quarantine for all passengers arriving into the state of Jharkhand.
Karnataka
It is mandatory to possess a negative RT-PCR certificate not older than 72 hours for all passengers originating from Kerala and Maharashtra irrespective of the vaccination status.
For travelers from all other states, it is mandatory that those with COVID -19 symptoms should carry an RT- PCR Negative Test Report.
Permitted exemptions for negative RT-PCR certificates for travelers from Kerala and Maharashtra are as follows:
- Constitutional functionaries and health care professionals.
- Children below 2 years.
- In a dire emergency situation (death in the family, medical treatment etc), the passengers’ swabs shall be collected on arrival.
On receipt of the RTPCR test report, further action will be taken as per the State Protocol.
The cost of the RT -PCR test at Bengaluru airport is INR 800/- PER PERSON.
Kerala
Travelers from other States to Kerala shall carry an RT- PCR negative certificate has taken within 72 hours before the start of the journey.
However COVID-19 negative test result is not required for travel of any person (including delivery agents) within Kerala.
RT-PCR negative certificate is not mandatory for persons who have taken both doses of vaccine and are asymptomatic.
All asymptomatic passengers undergo home quarantine for 14 days. Passengers visiting Kerala for less than7 days are exempted from home quarantine provided they obtain an entry pass for a short visit from the Jagratha portal https://covid19jagratha.kerala.nic.in/home/shortVisit
In case, any passenger arrives at the Calicut airport without an RT-PCR result, the arrangements for the RT- PCR testing shall be arranged at the Airport itself. The passenger shall bear the expense of the test. The Passenger should remain in paid quarantine center or to home quarantine till the results are available.
All passengers arriving in Kerala must have a valid e-pass after registering their details in the state’s COVID Jagratha portal, without which the passenger will not be permitted to exit the airport – https://covid19jagratha.kerala.nic.in/home/addMedicalEmergencyPass
Ladakh
Thermal screening shall be done for all passengers.
All asymptomatic passengers arriving at Ladakh will be exempted from quarantine if they are carrying a Covid-19 negative certificate by an ICMR- authorized lab issued within 48 hours before arrival.
All other passengers will have to undergo mandatory home quarantine for 7 days. Workers are advised to arrive at Ladakh through a contractor(s) or Labour agencies and will be exempted from quarantine if they are also carrying a Covid-19 negative certificate by an ICMR-authorized lab issued within 48 hours before arrival.
If they do not carry this report, they will have to undergo7 days of institutional quarantine followed by a Covid-19 test.
Personal of Defense & Central Armed Police are exempted from the above provisions.
Madhya Pradesh
There is no Covid test facility available at Indore Airport. A negative RT-PCR certificate, not older than 72 hours, shall be compulsory for the flights arriving at Bhopal from Maharashtra. Passengers without RTPCR test reports will be compulsorily tested at Bhopal Airport with a charge which will be borne by the passengers.
All other asymptomatic passengers arriving into Madhya Pradesh are exempted from quarantine and must self-monitor their health for at least14 days.

Maharashtra
It is mandatory for passengers to carry negative RT-PCR reports not earlier than 72 hours before the time of entry into Maharashtra. Passengers without RT-PCR reports will not be permitted to board the flight.
RT-PCR timeline starts from the report issuance time The conditions for exemptions to travel without RT-PCR report are as follows
- Passengers must have been administered with both doses of the COVID 19 vaccination
- 15 days should have elapsed after second dose
- Passengers must be in Possession of valid Final vaccination certificate displayed on the Aarogya Setu app issued through COWIN portal.
All passengers who intend to stay in Maharashtra for a period of 7 days or less shall be exempted from mandatory quarantine. Such passengers will have to share the details of their return/onward journey.
Other passengers will have to undergo home quarantine for 14 days. To seek exemption from home quarantine, it is mandatory to upload the request online at https://portal.mcgm.gov.in before your travel.
The armed forces personnel and their families from the Army, Navy, Air force, and Coast Guard are exempted from the above-mentioned RT-PCR tests subject to following the other necessary Covid related protocols.
All passengers traveling from airports located within Maharashtra are exempted from RT-PCR Test/Certificate requirements.
As per Ministry of Civil Aviation guidelines, the exemptions to travel without RT-PCR report for fully vaccinated passengers DO NOT APPLY to international travelers arriving in Maharashtra.
Manipur
Thermal screening shall be done for all passengers. Effective 30th June 2021, Passengers, entering Manipur from outside the State, who have been fully vaccinated with two doses of COVID vaccine shall be exempted from producing negative COVID testing reports or from mandatory testing on arrival at Imphal Airport on the condition that at least 15 (Fifteen) days should have been completed from the date on which the second dose of COVID vaccine was administered.
They should produce a valid certificate depicting the fully vaccinated status of the person with two doses of COVID vaccine and with the certificate clearly indicating the date on which the second vaccine dose was received
Passengers who are not vaccinated or only partially vaccinated i.e. received only 1 (one) dose of COVID vaccine will not be exempted and shall require to produce a negative RAT/RT-PCR/True Nat/CB-NAAT COVID-19 test report taken within 72 hours at the time of entry into Manipur.
Meghalaya
RT-PCR test for all arriving passengers on a chargeable basis in case passenger is not carrying a negative COVID-19 report on arrival (not earlier than 72 hours prior to arrival).
All passengers must register on the State portal to generate a unique e-invite http://meghalayaonline.gov.in/covid/testing.htm
Mizoram
Covid Test should be within 96 hours from arrival.
All passengers entering the State of Mizoram from other parts of the country shall mandatorily undergo Rapid Antigen Test (RAT) at their point of entry to Mizoram.
RAT Positive persons shall be attended to as per the standing protocol. This provision shall also apply to residents of Mizoram traveling outside Mizoram and coming back.
Those tested as Covid19 negative with RAT but showing any symptom of Covid-19, shall be tested with RT-PCR / True-Nat as soon as possible. Those who are found Covid-19 negative shall be quarantined and they will be tested with RT-PCR TrueNat after 5 (five) days, and if found Covid-19 negative, they may be discharged from the quarantine.
Persons entering Mizoram from outside may be exempted from the requirement of quarantine subject to fulfillment of the following terms and conditions:
- He/she should produce, at the screening point, a negative report with valid SRF ID for the Covid-19 test using RT-PCR/TrueNat/CBNAAT, conducted within 48 hours prior to the time of entry in the State.
- He/she should be screened for Covid-19 at the entry point and found Covid- 19 negative, such exempted persons shall monitor themselves for any symptom of Covid-I9 for a period of 7 (seven) days, and may perform any important tasks during such ‘self-monitoring’, while strictly following the ‘Covid Appropriate Behaviour’.
For all persons entering Mizoram, prior registration on mPASS-flight or mPASS-road in mCOVID-19 mobile application before arrival is mandatory to enable proper arrangements for screening and quarantine. Home quarantine and Hotel quarantine can be applied online at https://mcovid19.mizoram.gov.in
Nagaland
All passengers must have their RT-PCR (negative) report with them from an ICMR approved lab not earlier than 72 hours of arrival into the state of Nagaland through RT-PCR / TrueNat / CBNAATAll travelers are required to install and register on the Covid Nagaland visitor’s app and fill the Self Declaration Form.
07 days of Institutional Quarantine followed by 14 days of Home Quarantine for all other passengers. In case the person concerned does not have the negative test report or if he/she hasn’t completed COVID-19 vaccination, then the person has to quarantine for 10 (ten) days in the State.
Below categories of passengers shall be exempted from Institutional Quarantine subject to 28 days of Home Quarantine
- Person above the age of 60 years,
- Children & parents of children 10 years & below
- Pregnant women & accompanying spouse.
All travelers are required to install and register on the Covid Nagaland visitor’s app and fil the Self Declaration Form. Below categories of passengers shall be exempted from Institutional Quarantine subject to 28 days of Home Quarantine with active surveillance
- Person above the age of 60 years,
- Children & parents of children 10 years & below
- Pregnant women & accompanying spouse.
Odisha
Passenger’s entry into Bhubaneswar from other States by producing Rapid Antigen Test/RTPCR negative report/final vaccination certificate is hereby withdrawn.
International arriving passengers having RT-PCR negative reports would be exempted from institutional quarantine.
MoCA vide OM dated 07-08-2020 has allowed for onward air journey of international arriving passengers when an exemption from institutional quarantine is granted by the state authorities (of the entry airport) on the basis of a negative RT-PCR test report, for which test was conducted within 72 hours prior to undertaking the journey.
- Movement of Persons on Vande Bharat and air transport bubble flights will continue to be regulated as per SOP issued
Punjab
It is mandatory for all passengers flying into Airports in Punjab to:
- Carry a certificate of Full/Final Vaccination (both doses) OR
- Carry a negative RT-PCR Certificate of the last 72 hours. Infants and children below 10 years of age shall be exempt from the above requirement.
It is clarified that this shall apply for domestic flights only and the requirement for the arrival of International Passengers shall continue to be governed by the extant guidelines of the Ministry of Health and Family Welfare, Government of India.
All asymptomatic passengers arriving at Punjab will have to undergo home quarantine for 14 days.
Rajasthan
Passengers, already been administered with the 1st dose of COVID-19 Vaccination, are EXEMPT from carrying the RT-PCR COVID-19 negative report while entering the State of Rajasthan, and shall also be exempt from the mandatory Home / Institutional Quarantine
However, those passengers who have not been vaccinated are required to carry a negative RT-PCR test report not older than 72 hours before departure and need to produce the negative COVID-19 certificate at the time of arrival in Rajasthan.
Passengers, without the report, will be quarantined for a period of 15 days.
In case the passenger does not belong to Jaipur or Rajasthan (Tourist, Businessman), he will have to make his own arrangements for getting quarantine.
All “Armed Forces Personnel” arriving in Rajasthan are exempted to show RT-PCR Negative report (Within 72 Hrs) on arrival.
All passengers arriving in Rajasthan shall undergo thermal screening and oxygen saturation checks at the airport.
Tamil Nadu
COVID Testing will be done on symptomatic persons coming from Maharashtra & Kerala. All passengers arriving in Coimbatore to have Auto E-Pass & also carry a negative RT-PCR report not earlier than 72 hours from the time of departure. The same is not applicable for passengers arriving from Karnataka, Andhra Pradesh & Puducherry. In case the passenger arrives without an RT-PCR report, COVID testing shall be done free of cost at Coimbatore airport.
7 days of Home Quarantine & 7 days of self-monitoring for all passengers arriving into Tamil Nadu from Maharashtra & Kerala. Other asymptomatic passengers from all states, apart from Maharashtra and Gujarat, must undergo home quarantine for 14 days.
None It is mandatory for passengers to have a TN e-pass by registering on https://tnepass.tnega.org before their travel.
Telangana
It is mandatory for all passengers to install the Aarogya Setu App. Also, asymptomatic passengers arriving at Telangana are exempted from quarantine.
Tripura
Negative test report for COVID-19 done by RTPCR/True NAAT/CBNAAT of 72 hours prior to the journey.
Passengers arriving in the state may be allowed without Covid 19 report if they are able to show a complete vaccination certificate and two weeks have elapsed after the last dose of vaccination.
All Symptomatic passengers shall undergo 14 days of Quarantine. Passengers without RT-PCR tests will be tested on arrival (RAT) free of cost.
Uttarakhand
COVID Test will be done (free of cost) for passengers arriving from Maharashtra, Kerala & Gujarat. All passengers will be exempted from home quarantine if they arrive with RT- PCR/True NAT/CBNAAT/Antigen test with a negative report not more than 72hrs before arrival.
Fully vaccinated passengers after 15 days of the second dose will be exempted from the above test requirements to enter the state.
Home quarantine for visitors coming for more than 7 days.No quarantine for travelers coming to Uttarakhand with stay less than 7 days.
Govt official from state & center, Judges of Supreme & High court and other judicial officers, MP’s & MLA of Uttarakhand & support staff are exempted from quarantine.
All passengers need to register (Mandatory) on the state website: http://smartcitydehradun.uk.gov.in and follow SOPs of Government agencies.
Uttar Pradesh
RT-PCR negative report from ICMR accredited labs done within last 72 hours for Passengers arriving from Kerala and Maharashtra. If the passengers are not carrying the RT-PCR negative report, then they will undergo the “RAPID ANTIGEN TEST” at Varanasi Airport.
14 days home quarantine.
Passengers exiting Uttar Pradesh within 7 days of arrival shall be exempted from mandatory quarantine subject to validation of return/onward travel.
Mandatory requirement of Aarogya Setu App and registration on https://reg.upcovid.in Any passengers found with SYMPTOMS and not carrying the RT-PCR negative report will only undergo “RT-PCR test” at Varanasi Airport. Both RAPID ANTIGEN & RT-PCR tests will be free of cost by the state authorities.
West Bengal
All passengers coming from outside the state of West Bengal shall mandatorily possess an RT-PCR negative test report for a test conducted within 72 hours of flight departure or proof of full vaccination.
Effective 08th August 2021, fully vaccinated passengers coming from Pune, Mumbai, and Chennai airports also have to mandatorily possess an RT-PCR negative test report for a test conducted within 72 hours of flight departure.
14 days quarantine for those without RT-PCR test reports.
Only emergency cases like the death of kin will be exempted from prior testing. However, they will have to get themselves tested on arrival at the airport at their cost Children are not exempted from RTPCR Test. Infants (0-24 months) who don’t occupy a seat are exempted. If a person is on official duty and is tested negative for COVID-19, he/she will be allowed to perform the duty & return without any restrictions.
