The Immigration, Refugees, and Citizenship Canada (IRCC) held another all-program draw on April 27, 2023, in which 3,500 candidates received invitations to apply (ITAs) for permanent residency in Canada. To be eligible for the draw, candidates needed to have a minimum Comprehensive Ranking System (CRS) score of 483.

The draw considered candidates from three of Canada’s economic class immigration programs, including;

  1. the Canadian Experience Class (CEC)
  2. the Federal Skilled Worker Program (FSWP), and
  3. the Federal Skilled Trades Program (FSTP)

Comparison to Previous Draws

The most recent draw comes after an all-program draw on April 12, in which 3,500 candidates received ITAs (Invitations to Apply) with a minimum CRS score of 486.

Notably, this draw only invited half of the number of candidates as the draws on March 15, March 23, and March 29, which each invited 7,000 candidates over two weeks instead of the usual bi-weekly draws. In addition, the minimum CRS score in these draws was 481.

March 2023 Milestones in Express Entry

March 2023 saw over 21,000 ITAs issued in a single month, the second-highest number in the history of the Express Entry system. The highest number of ITAs issued in a month was in February 2021, where 27,332 CEC candidates received ITAs in a single draw.

There were four Express Entry draws in March 2023, one each week, with the first being the largest-ever all-program draw.

Following two draws, a total of 21,000 candidates were invited in two weeks, with an additional 667 ITAs issued in a draw specifically for Provincial Nominee Programme (PNP) candidates.

About Canada’s Express Entry

Canada’s Express Entry Program is an innovative application management system that evaluates and ranks candidates from three of Canada’s economic class immigration programs, namely the Canadian Experience Class (CEC), the Federal Skilled Worker Program (FSWP), and the Federal Skilled Trades Program (FSTP).

These programs target highly skilled individuals who can establish themselves economically in Canada. Express Entry uses the Comprehensive Ranking System to assess candidates based on various human capital factors such as work experience, education, language ability, and occupation. Those who score high are most likely to receive an Invitation to Apply (ITA) in the upcoming Express Entry draw.

Once a candidate receives an ITA, they have 60 days to submit their final application for permanent residence to Immigration, Refugees and Citizenship Canada (IRCC). An immigration officer then reviews the application and decides whether to approve the candidate for permanent residency.
