Canada is rolling out a new and improved pathway for caregivers to work and settle in the country. The Immigration, Refugees and Citizenship Canada (IRCC) has announced that the Home Care Worker Immigration Pilots will officially start accepting applications on March 31, 2025.

Enhanced Caregiver Pilot Programs
Replacing the Home Childcare Provider and Home Support Worker Pilots introduced in June 2024, the Enhanced Caregiver Pilot Programs are designed to streamline the pathway to permanent residency (PR) for caregivers. Under this new initiative, caregivers will receive PR immediately upon arrival in Canada, enabling a quicker and smoother transition.
Key Features of the New Caregiver Pathways
1. Immediate Permanent Residency: Applicants accepted into the programme will be granted permanent resident status upon arrival in Canada, eliminating delays common in previous programmes.
2. Flexible Work Options: Participants can take up diverse roles, including part-time or temporary work, to support semi-independent individuals or those recovering from illnesses.
Eligibility Requirements
To qualify for the Home Care Worker Immigration Pilots, applicants must meet the following criteria:
- Language Proficiency: Achieve at least Canadian Language Benchmark (CLB) level 4, equivalent to IELTS scores of 4.5 (listening), 3.5 (reading), and 4 (writing and speaking).
- Education: Hold a Canadian high school diploma or its equivalent, validated through an Education Credential Assessment (ECA).
- Work Experience: Possess relevant, recent experience in caregiving.
- Job Offer: Secure a full-time job offer in Canada’s home care sector.
Canada expects to receive between 4,000 and 5,000 applications for the programme in 2025, while slightly reducing the overall pilot immigration quota from 10,920 in 2024 to 10,875 in 2025.
Rising Demand for Caregivers in Canada
Canada’s ageing population is driving the demand for professional caregivers, particularly in-home care services. A 2017 report from the Canadian Institute for Health Information (CIHI) revealed that the population of seniors in Canada tripled over 40 years and continues to grow rapidly.

- 2017: The senior population reached 6.2 million.
- 2037 (Projected): The senior population is expected to hit 10.4 million, a 68% increase.

This subgroup is expanding faster than the overall senior population. By 2037, its size will be 2.1 times greater than in 2017.

Phasing Out Older Caregiver Pathways

- Live-in Caregiver Programme (LCP): Ended in 2014.
- Caring for Children & High Medical Needs Programmes: Ceased in 2019.
- Interim Pathway for Caregivers: Ended on October 8, 2019.
