Canada is considering a new approach to streamline the processing of work permit for applicants under the Temporary Foreign Worker Program (TFWP).

According to a report of CIC News, Immigration, Refugees and Citizenship Canada (IRCC) has recently proposed a measure aimed at reducing inventories, improving client service, and expediting the resolution of labour shortages in the country.

What is the Temporary Foreign Worker Program (TFWP)?

The Temporary Foreign Worker (TFW) Program allows Canadian employers to hire foreign workers to fill temporary jobs when qualified Canadians are not available.

This programme is governed by the Immigration and Refugee Protection Act and Regulations, and it is operated in collaboration with Immigration, Refugees, and Citizenship Canada (IRCC) and the Canada Border Services Agency (CBSA).

New Method for Processing Work Permits

The proposed method, first introduced in December of last year, specifically targets foreign workers who already possess a Canadian work permit and are seeking another permit to continue their employment in the same occupation and with the same employer.

Applicability of the New Method

The newly proposed processing system will be applicable to both in Canada and overseas applicants who are returning to the same employer and occupation. This broad scope ensures that eligible applicants, regardless of their location, can benefit from the streamlined process.

According to the report, the new process will involve the Global Case Management System (GMCS) conducting daily application pulls into specific folders.

This systematic approach aims to enhance efficiency and expedite the processing of work permit applications for temporary foreign workers.

Eligibility Requirements for Workers

To be eligible for the streamlined process, workers must meet several criteria, including:

  1. Having been issued an employer-specific work permit once within the past five years, with no discrepancies compared to the previous application.
  2. Submitting a complete work permit application for a new employer-specific work permit.
  3. Returning to the same occupation, with the same National Occupation Classification (NOC) code.
  4. Providing biometrics either before or along with their new application.
  5. Meeting all other admissibility requirements throughout the screening process.

Purpose and Importance of the TFWP

Canada’s temporary foreign worker program plays a crucial role in enabling Canadian employers to hire employees when they are unable to find qualified candidates or a sufficient number of qualified candidates for vacant positions.

The program aims to address labour shortages and contribute to the smooth functioning of various industries across the country.

Current Work Permit Application Process

Presently, officers individually evaluate each work permit applicant to determine their approval. This comprehensive assessment includes a review of the applicant’s experience, education, language proficiency, and any licensing requirements.

Additionally, officers verify the authenticity of the employment offer by ensuring that the employer is actively engaged in their business, capable of paying employee wages, and compliant with federal and provincial employment laws.

Bottomline

The newly proposed method of processing work permits for temporary foreign workers in Canada demonstrates the government’s commitment to reducing backlogs, enhancing client service, and addressing labour shortages efficiently.

If implemented, this streamlined approach will simplify the application process for eligible workers, benefiting both the foreign workforce and Canadian employers seeking skilled employees.
