Immigration, Refugees and Citizenship Canada (IRCC) has announced a bold new Immigration Levels Plan for 2024-2026, setting ambitious targets to welcome 485,000 new permanent residents (PRs) in 2024, 500,000 in 2025, and maintain the level at 500,000 in 2026.

This plan reflects Canada’s commitment to addressing labour shortages in critical sectors, promoting economic growth, and reuniting families.

Key Highlights of the Immigration Levels Plan 2024-2026

1. Increased French-Speaking Immigration

Building on the success of achieving a 4.4% target of French-speaking permanent residents outside Quebec in 2022, the new plan incorporates higher annual targets for French-speaking PRs.

The aim is to have 6% in 2024, 7% in 2025, and 8% in 2026, contributing to the linguistic diversity of the Canadian population.

The primary objective of this immigration plan is to address critical labour force gaps in key sectors, including health, Science, Technology, Engineering, Mathematics (STEM), trades, transportation, and agriculture.

By strategically focusing on these areas, Canada aims to strengthen its workforce and foster economic growth.

3. Express Entry and Provincial Nominee Program Targets

The Express Entry system, a key pathway for skilled immigrants, will have a target of 110,700 permanent resident admissions in 2024, with an increase to 117,500 in both 2025 and 2026.

Simultaneously, the Provincial Nominee Program (PNP) will target 110,000 immigrants in 2024, rising to 120,000 in 2025 and maintaining the same target in 2026.
