63 Passengers Placed on No-Fly List in the Last Year

In the past year, 63 passengers have been placed on the “No Fly List” due to their unruly behaviour while on board an aircraft. The No Fly List is maintained by the Directorate General of Civil Aviation (DGCA) and contains information about the passengers, their identification details, and the duration of the ban imposed on them.

In accordance with the Civil Aviation Requirements (CAR), Section 3- Air Transport, Series M, and Part VI titled “Handling of unruly/disruptive passengers”, the airline’s Internal Committee is responsible for recommending passengers for placement on the No Fly List.

The Main Causes of Placement on the No-Fly List

Most passengers who have been placed on the No Fly List in the past year were for violating the regulations regarding mask-wearing or disregarding crew members’ instructions.

However, there have also been two incidents of urination that have been reported to the DGCA.

Incidents of Urination and the Resulting Penalties

The DGCA took the following actions in response to these incidents of non-compliance with regulations:

  • AI-102 flight, New York to New Delhi dated 26.11.2022.
    • Air India was fined Rs.30,00,000/- (Rupees Thirty Lakh only)
    • Air India’s Director of Flight Services was fined Rs.3,00,000/- (Rupees Three Lakh only).
    • The Pilot in Command’s license was suspended for three months.
  • AI-142, Paris to New Delhi dated 06.12.2022.
    • Air India was fined Rs.10,00,000/- (Rupees Ten Lakh only) by the DGCA.

This information was provided by the Minister of State in the Ministry of Civil Aviation, Gen. (Dr) V. K. Singh, (Retd), in a written reply to a question in the Rajya Sabha.

The placement of 63 passengers on the No Fly List in the last year serves as a reminder of the consequences of unruly behaviour while on board an aircraft and the importance of following regulations.
